The owners of a group of properties at the northeast corner of Yonge St and St. Clair Ave E have filed an application with the City to refine the St. Clair Place master plan. The site covers several addresses (1481-1535 Yonge St, 1-31 Heath St E, 30-36 Alvin Ave and 22 St. Clair Ave E) that contain a mix of low-rise buildings and a lot of surface parking.
In July 2022, Toronto City Council approved a multi-tower, mixed-use development for the site, including new residential and commercial space, mid-block pedestrian connections, public-realm upgrades and even a new public park at the northwest corner.
But last month, planning consultants for Wittington Properties and Choice Properties REIT submitted revisions to fine-tune the already-approved plan. According to the September 2025 cover letter written to the city’s Committee of Adjustment, Kohn Pedersen Fox has joined as project architect, and the proposed changes focus on building heights, setbacks, podium design and rooftop elements.
“Revisions include the reallocation of density amongst the development site, location of tall building elements and the height of permitted building projections,” the cover letter states, noting that the revised master plan stays within the 2022 approval with no increase to overall gross floor area.
The site was approved for three towers located in the southeast, southwest and northwest corners of the site (Towers 1, 2 and 3), and a mid-rise building (Building 1) along Alvin Ave.
Under the new proposal, density would shift from the Alvin Ave mid-rise (Building 1) into the southeast tower (Tower 1) at Yonge and St. Clair. “As a result of this change, the height of Tower 1 will 3 increase from 144.0 to 161.2 metres, excluding mechanical equipment and crow[n]ing element[s], and the height of Building 1 will decrease from 53.5 to 25.0 metres,” the cover letter states.
Tower 2 would move north on the site, creating a more staggered layout. Its setback from the south property line would grow from 8.3 metres to 29.5 metres, opening more space to the south.
The team also wants small podium adjustments, including a slightly reduced setback on Yonge St under Tower 1 to make room for TTC infrastructure below ground. There are also refinements to the podium below Tower 3.
Finally, they want a higher allowance for rooftop elements on Tower 1: a 12-metre mechanical penthouse as well as a 12-metre architectural crown above that.
The site is in a perfect spot, very transit-friendly: it’s just a 5-minute walk from St Clair Station on Line 1 and is served by the 512 St Clair streetcar.
The Committee of Adjustment will consider the application at a future meeting, so we’ll keep an eye out for updates.
